Fiscal Year 2022 Appropriations:
· A Continuing Resolution was passed and signed by the President on Thursday, September 30, 2021 to fund the government at FY21 funding levels through December 3, 2021.
o This bill included $6.3 billion to support Afghan refugees and humanitarian assistance. $1.9 billion will go directly toward Migration and Refugee Assistance, Emergency Migration and Refugee Assistance and International Disaster Assistance accounts.
· Congress will now continue their focus on fiscal 2022 appropriations bills over the next many weeks, and our current FY22 ask remains.
COVID-19 Supplemental Funding Updates:
· Of the $10.8 billion provided by Congress to the administration to respond to COVID-19 overseas in March 2021, roughly $5 billion was allocated to USAID to expend. USAID has committed $3.5 billion of their allocation to various programs. The remaining more than $5 billion funds are within the purview of the Department of State, and we do not have complete information to date on how they have expended those resources.

· CRS’ focus in Washington continues to be to urge the administration to expeditiously expend the appropriated funds to support poor and vulnerable communities and to urge Congress to provide necessary oversight to ensure accountability and transparency.
